I’m not following how a regulator in and of itself helps. What you need is some circuit to prevent leakage once you hit some threshold (Undervoltage Protection). I suppose it could be a regulator but could be much simpler

I would honestly recommend looking at an all-in-one solution, I have used several Bluetti units and I can't say enough good things about them.
