Apparently, the point is that cheap Russian oil and gas will not give China the kind of growth that China could get if it gave up Russian energy resources.
of course pay no attention to the fact that this also suits mongolia, tajikistan, kazakhstan, georgia, azerbaijan, to a large extent, india, pakistan since they are all continental and reachable via land routes that are not controlled by UK/USA maritime power
