Kramer was the editor of the Harvard Crimson. He’s no dummy. He is extremely well-connected. He gets calls from powerful people who want him to say “buy” when they’re selling and vice versa.
He plays a raving lunatic for plausible deniability. His show is classified as entertainment and he is not licensed to give financial advice - if he were, what he does would be totally illegal.
There are clips of him acknowledging that all markets are manipulated, you can google them
