That's it, yes.

The user can split the token and send a fraction to someone else.

The token is an IOU redeemable _only_ at the issuing merchant's store for goods and services.

Yes, absolutely, I have this in mind as well. Should not be difficult.

Also, with NUT-10/11/14, you can add conditional spend conditions, for example, expiry dates, or, who can spend etc.
