Oh, thanks for that clarification! Reminds me of the difference between official and black market rate of the Nigerian Naira!

It’s the same, few people can buy dollars here to the official market rate in the banks, because of the government restrictions, and those persons can buy just $200 per month (and they must add taxes to that value). The rest must buy dollars at the black market rate (aka Dollar Blue)

Official market rate: 268 pesos, but with taxes you pay it: 441 pesos.

Black market rate: 494 pesos.
