I didn't feel his actions were racist in the slightest.
You can make monkey noises at anyone as an insult to their intelligence.
I think I've even called my wife a monkey when we argued.

They should have gave him some kinda punishment like pushups or picking up trash to make the community better so that the organization can have said to have taken an action to improve both him and the community. Saving face.
Just tossing him aside sends the message that he is irredeemable.
