Infrastructure systems were created to be maintained with the least amount of effort for the greatest "gain" with no ethical structure.

I dont know that an underlying ethical structure was as important before the industrial revolution. Damage could have been done back in "the day" but not as quickly or efficiently as we can today.

Current developed culture is about results and growth...just not that kind of growth. That easily mowed or grazed roadside offers opportunity...but to the state, its an expense and an annoyance to be dealt with as efficiently as possible.

I’d much rather have it mown instead of killing everything and poisoning all life including ourselves

That's what I keeps saying, why can't they take a flail mower to the side of the road instead.
