I've seen the word used for a type of haircut, and I think there's a fish (checking wikipedia, there are quite a few different fish called that) but nothing that would explain its use for bikes. None of the other mullets in the wikipedia disambiguation seems related (and the bike use isn't there).

Yeah it's a reference to that haircut style. I remember it was quite popular in europe years ago (decades actually), dunno if it was in the us.
