Are there any VPS that are friendly enough to running nodes, relays, and fucking around with that sort of thing before I get a dedicated device or repurpose a pi? Or do they treat most of it like running Tor exit nodes?

Wouldn't be a forever thing.

You could try #ProxMox and spun up a VPS locally to try things out.

A small PC like a Lenovo Thinkcentre is perfectly capable for testing.
