Toyota sells a $13,000 truck that gets 27MPG but it's banned in America.

I would buy this tomorrow if it were available.

It's not banned. It carries a 25% tariff due to it being an imported light truck.

Then why dont they build in in the USA? We have Toyota plants. I'm pretty sure it's not allowed.

Toyota finds that the Tacoma is a better market fit for the US, so they manufacture it here and removed the Hilux from the American market. We get the Tacoma. Everyone else gets the Hilux.

Like 20 30 years ago.
