Salaries for sure. They won't be able to pay themself as much as now, but I'm sure they'll find workarounds.

Public procurements,but again, shady people are able to find shady ways to gain profits illicitely.

I don't think that transparency is the answer to a better political infrastructure. Not having this much power over so many aspect of citizens' life could be a more effective solution.
