It should say government friendly app stores.

Note that Apple doesn’t take a cut of paypal and Zelle transactions, or anything you do on the web

I think Apple is a special case due to how locked down their walled garden is.

I have no doubt Google will eventually do something similar. But on Android I can use third party open source app stores and sideload apps.
