How does it work? Why does it need explicit relay support?

It requires wide open access to a relay for a set of new kinds. It uses obfuscated keys that are generated on the fly. This didn't work on paid relays, or relays that filter by pubkey, so I added an option to open it up for these kinds.. until I can get auth support built, that'll be even better..
