What do you do when you have a religious sect whose soul reason for existence is mutilating and raping children.
Well yea if some community (youre calling it a country) agreed to a set of contracts with each other and some members of the community are breaking those agreements, I would expect the victims and their heirs and guardians to use that community's arbitration and restitution system appropriately.
