Semi-obscure reference to Megaman Battle Network - a videogame that envisioned the future where all appliances were connected to the internet, everyone had AI's in their mobile phones and you would do maintenance on your appliance by connecting to it and deleting viruses in it . They clearly had no idea what the future looked like!
Game series came out in 2000-2006, pre Internet-Of-Things and pre smartphones. The GIF is the main character's animation to connect his AI to the internet to fight viruses 😂
