The criticism was how the US/Fed, or the IMF, exploits countries by bribing their corrupt leaders. Then "helps" these poor countries by loaning fiat currency, putting them more and more in debt.

So, developing countries are never "developed." They are perpetually exploited in an endless cycle. We used to say "third world" countries, and now say "developing" countries. We've been using euphemisms like this since the 80s, when fiat currency really started to ramp up after de-pegging from gold entirely. As sad story with no end in sight for the bear future.
