If you think you are doing your best, you're not

I have noticed that a new phrase is winding its way through the pop-psychology-to-garbage-heap pipeline: "Everyone is doing their best."
Why is "everyone's best" materially indistinguishable from hardly anyone trying at all?
Quiet quitting.
I think the complete sentence would be, "I'm doing the best I want to" 😅
The other angle would be the priority or focus of what they're doing the best at.
Like for me, right now I'm doing my best, laying on my back in the AC air, not working on my book, and scrolling social media 😇😅🤣
That's the rubric for that exactly? This I'm confused on.
