Why do I have to define it?

It's a term that you're using to vilify a group of people, don't you think you should be able to identify who those people are? All I've got to go on is that it's a culture that discourages criticism. There's a lot of cultures that discourage criticism, so what's so bad about this one?
That’s the point: There’s nothing special about it beyond that. It doesn’t matter.
*IF* it discourages criticism it’s bad.
Getting hung up on definitions like this is faux rigour. I think Popper deals with it in "refutations and conjectures"
