Certain parts of The South are, Brighton, for instance. We're pretty tough and rugged, Up North though🤷🏻♂️.

The South West are a bit more rugged too, specifically Cornwall, who don't consider themselves English at all. I once stayed at The Jamaica Inn, right on the top of Dartmoor, a place, steeped, in history.
Bristol is OK, as is Portished.
