Excel tends to outnumber SQL

I would say a NoSQL database or Excel, but if it’s the government, it’s probably just paper files.

It's highly likely to be a 'Mainframe' db. The option to use a relational model and SQL script is available once IBM db2 was introduced but it's very likely these systems are older than that and are not using second generation upgraded options.

And it benefits everyone if there's no clean way to cross reference and identify fraud, so yeah, why upgrade? Unlike in a business, where it benefits the shareholders to cut fraud and control expenses.
