"not to live in but to make money from them" is called investing which Spain’s Golden Visa scheme was first introduced in 2013. It was originally designed to attract foreign investment in a period of economic crisis which costed €60.7 billion to tax payers.

2. Those investors also bought other assets such as public debt, investment funds, or investments in Spanish companies or projects of general interest.

3. Investors will sell all their investments in Spain related assets and leave Spain with their Euros and I'm not sure how the government planning to pay them and how much will it cost to taxpayers? Again.
