Absolutely but non-violence is the only way non-compliance works.

Doesn’t matter if the tyrant has a conscience or not. The battle is for the minds of the other people living under the regime. Enough non-compliance and the control system will collapse. Then all their violence won’t help them.

If the line to violence (aggression, not self defense) is crossed, those with the most capacity for violence will not lose.
