Every regulation is a manufactured necessity - unless proportional warranties/liabilities for failures exist as part of the Contract/Promise/Legislation, with aim to punish the proposer(s) responsible for creating the demand for regulation(s) to become necessary in the first place.
I don't think any of them are shy enough about it to call it a confession. They would say that quote outright no problem.
