Isn't it weird that when Congress holds hearings and they actually have important people in the hot seat and being recorded, they only have a couple minutes for each member where they appear to scramble to get a concise answer on complex topics from the person of interest. Seems like a weird way to conduct business unless chaos and obfuscation is the goal.

I think it’s because “consulting business” often equals scoring ideological points rather than getting understanding on issues

Time is a scarce resource. The time limit is a way to increase fairness and reduce DoS attacks. Everyone gets a small time window to make their point. If they're not concise, that's on them.

I guess matters have gotten way more complicated than they were when those time slots were defined.

That is the goal! Make it look like something is happening but never change anything.
