How does the money get into the hands of the people contributing to funded projects? Dies it just go to one of the maintainers and they decide if and when money should be allocated to contributors?

For example, I noticed that SeedSigner is on there, which is both great and appropriate. However, as I've started contributing to the project, I found it doesn't run on the current version of Debian, nor the old version of Debian, nor any 64-bit version of Debian.

It seems strange that a project that is funded to the level of millions of sats would have these basic maintenance issues and technical debt.

I don't mean to imply that the funding is being misappropriated or that there is any wrongdoing on any of the SeedSigner maintainers part. I just want to understand how OpenSats works. Once I understand that, then if I have any suggestions on how to improve things (e.g. the incentive to pay down technical debt), I can talk the they people in a position go make those decisions.
