Miami Art Deco Drug fueled colors have really been around since the 20's-30s. Basically when all the laws turning illegal alcohol into a mega buisness got ramped up. Then War on Drugs happened with Reagan in 80s and Miami has had a bank on every corner to wash all the tax free drug funds passing thru it ever since.
If drugs were legal Miami would probably look more like a retirement community and not GTA VI π

Depends on which half of the 90's.
If you want Mall culture 90's (the most prevalent)
Mix chrome and gold trim w/turquoise and fuchsia. Splash it across beige and slate gray at random angles that aren't random.
Repeat.
If you want the more cynical side, do heroin and match earth tones with earth tones.
