در نتیجه هر حکومت محلی و هر قسمت از دولت محلی ناچارا همیشه باید به فکر کیفیت زندگی و ارتقای لذت از زندگی باشه. اینجوری سطح انواع خدمات در یک کشور بالا میره و همه چیز رو به پیشرفت و بهبوده.

در صورتی که آزادی نباشه و همه جا پر از ممنوعیت و محدودیت باشه که خب هیچ فرقی نداره حکومت چه شکلی باشه و چه اسمی داشته باشه چون فقط برای تحت فشار گذاشتن و خفه کردن مردم و بقای و افزایش قدرت خودش تلاش میکنه.
