No. They were proceeds from illegal transactions. The seizure of fund is seperate from criminal culpability of the person running the operation.
If a drug dealer gets caught selling drugs, and proceeds of his illegal endeavors were seized, he wouldn't get those illegal proceeds back if he was found not guilty, which is equivalent to a pardon. Those funds are the the lawful property of the United States.
