free will means you are an actor instead of an object. you are both responsible and to blame for your actions. it means you are not subject to the action-reaction paradigm.

so i would answer yes, depending on what you mean by universe. You are still included in the universe of "everything", but you would be claiming to be more than a "mere" thing.

Think of a river:

You can build levees to redirect its flow (prevention).

But the river doesn’t “choose” to change course. Its path is determined by the levees, terrain, and rainfall.

Likewise, humans don’t freely choose; their decisions are shaped by interventions and circumstances.
