A partially signed bitcoin transaction (psbt) is a binary file whereas a signed transaction (txn) is an ascii hexdump. Why?

Erm, that's like saying "my car is bright when the doors are closed and dark when the doors are open"
The real difference is that you wear sunglasses when the car doors are closed (don't ask me why).
Maybe it's your computer being weird and telling you that there's a difference, but both ascii hex files and binary are the same just viewed from different lenses.
