I don't really know what your going on about but Dragon age Origins had a smooth system. Maybe emulate that to start?

Dragon Age was designed to be projected onto a 2D screen.
I’m talking about apps that are designed primarily for virtual reality. Why emulate floating 2D windows in a virtual space for user interfaces? Apps will look very different in the future.

The menu being quick to come up with left trigger and quick to go down by releasing trigger with just direction of left thumb stick when releasing left trigger for the different options was extremely smooth. Being able to rotate while in the left trigger menu made it feel immersive. I'd imagine your 3d apps would need a control system and if it isn't smooth like DA was it'll feel like a gimmick
My idea is that MENUS are an artifact of our use of 2D screens. Maybe something else.
Or just a 3D menu. But most menu popups are just 2D screens
