Apparently a single custodian now controls the coinbase addresses of at least 9 pools, representing 47% of total hashrate.

Is this an issue or nah?

The Libertarians would not see this as a problem. Their ideology allows this to happen because of the non-aggression principle.

if you see this as a problem, how would aggression resolve it?

Rules and Regulations are the only way. Otherwise any crypto could easily be controlled by a select few.
