All of this has come about from back when there were no such regulations for a thing that was regarded as a fad and hand-waved away as a joke, and only now is been taken seriously. It's a classic case of making judgements on-the-fly, and then retro-fitting regulation to prevent disruption to a corrupted system. We all know this. Honesty would look like looking at the past, acknowledging what has happened, and applying regulation to the future. Right or wrong.
