Me too. I plan on building a horizontal hive.
I love honey, but I would need somewhere between 25-50 hives to cover my consumption. I'm in an area that gets too dry for good honey production.
I wasn’t even thinking about harvesting the honey (do I have to?) I just don’t see enough bees around for my liking.

You don't have to harvest the honey. In fact, it's best not to for the first year or two of a hive.
If I did take honey eventually, I would only take the excess honey that's left over after winter.
