How would you define the term fiat?

Not specifically in relation to money, but as a concept. I see many utilize the term more broadly, so this is a thought experiment.

β€œBy Decree”

Fiat food = food by decree

Fiat energy = energy by decree

Fiat education = education by decree

It’s a blanket term which can describe any system centrally imposed by threat of violence.
