A Protocol, covenant, and constitution are all the same thing, they are laws that apply equally to all men, and insofar as they align with the laws of physics and the natural order they do well.

A tyrant, emperor or king is a ruler who places himself above these laws, because he has the ability to break the covenant or rewrite the constitution, a flaw that's been exploited by almost all who obtain power.
