A) Many Nostr devs are/were currently in Riga which is EU
B) Nostr is not falling under the Digital Services Act
I don't know. I think a nostr client would have equal legal responsibility as a Webbrowser. It's more likely that the legal case against relay runners is stronger.
What's unique with nostr is that it seperate the data storage from the client system. It's nit like telegram or Facebook that do both.
