The 21m limit is implicit. It's the scheduled amount of blocks divided by amount of halvings (block subsidy/2 every 4 years) that creates this limit. This has many reasons.
So the cap being 21M wasn't actually "chosen" I believe.
It's half of the answer to everything (which is 42).
21 is also the date of the equinoxes and solstices, which are the astronomical pillars of the year.
First Blockreward was 50 BTC per Block. during This period 50 % of the total supply of BTC got mined. in the second period the Blockreward decreased top 25, which is 25 % of the total supply. Same goes on and on and on...
All this adds to a total of 21 million BTC.
