They don’t have to. There’s driver’s education you can go to.

I have been to them. It sucks.
One I went to was excellent. Got my permit at 14. Had to have an adult in the car though.
We used to have that in our school district. I took it as a kid. You also got a discount on your insurance if you did! But we don't have it any longer. I wish we did. It's a valuable course.
