You could run your own Whirlpool instance too AFAIK, is all FOSS.
Same issue remains, however.
Samourai are working on a decentralized coordinator model with a shared liquidity pool that will solve for that issue from the ground up, that's the only model that will really work IMO.
If you run your own instance I'd assume you could easily change variables to set fees to whatever you want as well.
