Are there any efforts to form a completely autonomous global network for all bitcoin nodes to interconnect on? A network that isn't reliant upon the existing internet infrastructure, which (I'm told) is vulnerable to bad state actors as well as EMPs and solar flares?🤔🧐❓

How vulnerable is that to attack by a nation-state, and how costly to connect to by individual node-runners with their Pies, Start 9s, Umbrels, and etc.?🤔
