I've had some experience here with my local council.

The usual excuse is maintance and abuse. Grass is easier for one man to cut on a ride on mower and food plants could be used in anti social behaviour (yes seriously, they were worried tomatoes would be thrown at houses...).

My solution, which was to encourage the creation of community groups was shut down due to the fear of being sued over food poisoning.

We live in a weird society....
