With yours, something’s gotta lift the cog up to engage in your flywheel?
I'd assume so. Everything is covered in WD40 and spins independently of each other. The black cap on the shaft is held in place by an internal spring but can rise up the shaft.
I can't see a way to get it out of the housing. There's 2 nuts/bolts on the bottom. That might release it but they're a bugger to get to without unbolting the whole motor.

Can you just lever the starter cog up into the fly wheel with a screw driver and give it a crank?
It “should” spin it and drop back down.*

Caveat…
We actually used to do this with the R22 starters that wouldn’t throw out/engage when we were out bush that’d allow us to fly back home to get the starters replaced. 🤙🏻🤜🏻
