The difference is football fans are there to be part of their tribalist community; they opt in to that to some degree.
This is an agent of the state, being paid with taxpayer funds, whose actual job is enforcing laws to protect the entire community - and she’s running away when her job actually matters.
You‘re right. I live in Germany and it’s an embarrassing example of our government‘s policy that has been pushed though for the last 10-15 years. I also don’t know how I would behave myself in a situation like that. But as a cop I would probably baton everyone down to the ground and only then see who’s the criminal. That’s not elegant, but probably effective.
I lived in Germany for a few years in the late 2000s. It was a homogeneous society except for the Turks they’d imported for cheap labour but they had established themselves as their own subset of the culture.
