Bounties work when they're small and well-defined. Large, broadly-defined systems can't be efficiently built on a bounty system unless you have developers who are both skilled enough to do the work and have enough cash to forego payment until the project is complete. The bigger the project, the longer they have to be able to self-fund in advance of payment.

There has to be a way to balance the bounty that would incentivize talent while providing cash flow. I guess that’s the challenge

Smaller bounties that take less time to complete is probably the easiest approach, but I'm skeptical that complex systems can be built on a bounty system.
