It’s not surprising—governments usually don’t tolerate protests.
There's a difference between a protest and a riot. Protests don't involve throwing chunks of concrete & fireworks, or setting vehicles on fire, or looting stores.

Correct. Instead, people should be arrested for tresspassing while wearing a mask or not wearing a mask.
