So I heard from a El Salvador lawyer at a meetup that
The law takes effect 90 days after it is published in the "Diario Official" law review.
It still hasn't been published. Until then Bitcoin purchases can continue.
The lawyer also said there is a legal gray area around the Bitcoin reserve that perhaps later legislation could be passed to continue with the reserve once the "BB" credit rating upgrade is announced.
