My guess is they want you to see the notifications and follow them back. Following them helps them penetrate web of trust settings.
It does not matter who you are, or how much I genuinely talk to you. I have a strict policy of only following people whom I give the Legendary Nostr Award to.
They bots can keep trying.

They be mindless, the bots. I never know if they or anyone unfollows me. I just mute and move on, but when they refollow every single day, that is how I know they are bots, so it is easy to mute over and over, even though it is pain.
