As is everybody in a country with conscription. Because there is no 'civilian' when gov can force anybody to the frontier.
And we all know, every damn single politican will rather put the last 12 year old between themself and the enemy rather than 'surrender'.
Because it's not themselves dying 'for their country'.
End forced service or stop talking about 'civilian casualities'.
You can't have both.
Russia is the aggressor here. Not Ukraine.
Ukraine is agressing it's own people by sending (part of them) into the meat grinder against their will.
When service is not voluntary, the government is murdering it's own population. The 1yo baby was a soldier just some years into its first assignment.
To make distinction between civilian casualities and servimen, service has to be voluntary.
That's why you area- and firebombed German cities in ww2, that's why you nuked Japan.
