My hypothesis is that these climate activists are paid to block roads in order to propagate legislation that will allow for the arrest of protesters who impede traffic. And that this will give the state new weapons to better combat inevitable future protests (e.g. the truckers, farmers etc.)
Hegelian dialectic. They make the problem, wait for the reaction, and offer the solution.
